Municipal Aggregation Electricity Program
The Town of Randolph is developing a consumer-friendly municipal aggregation electricity program called Randolph Community Electricity. Municipal aggregation is a group electricity buying program for Randolph residents and businesses.
Randolph Community Electricity will change the price that National Grid (the electric utility in Randolph) uses to calculate the electricity supply charge on participants’ electric bills, but National Grid will continue to deliver electricity to Randolph and handle billing. The program will provide long-term, stable electricity supply prices, new choices, and the potential for savings compared with National Grid’s Basic Service prices, though savings cannot be guaranteed.
Before launching the program, the Town must develop an Aggregation Plan and submit it to state regulators for review and approval. To ensure the public has an opportunity to be a part of developing this program, the Town is making its draft Aggregation Plan available for review and comment before beginning that regulatory review process.
The draft Aggregation Plan for Randolph Community Electricity will be available for public review and comment between January 14 and February 13, 2026. If you are interested in reviewing the plan, you can download a digital copy of the draft Aggregation Plan is available at a link below. You can also pick up hard a copy at the Town Manager's Office, Town Hall, 41 South Main Street, Randolph, MA. Randolph residents and business owners are encouraged to review the draft Plan and submit written comments via email to townmanager@randolph-ma.gov or via US Mail to: Municipal Energy Manager, Town of Randolph, 41 South Main Street, Randolph, MA 02368. Comments sent by mail must be received (not postmarked) by the end of the comment period in order to be addressed.
When the program goes live, all electricity account holders will be given the opportunity to opt out of Randolph Community Electricity and select a different energy supplier. A draft copy of the opt out notice can be viewed below. Comments are welcomed on the notice and opt out reply card as well as the plan.
